When it arms, both DCM and EKF start using GPS as part of their attitude estimation which enables them to distinguish between acceleration measurements due to errors in tilt angle vs acceleration measurements due to movement of the vehicle.
Without these GPS corrections the vehicle cannot keep its attitude reference if it experiences a sustained acceleration (eg continually turning), but can provide a useable attitude reference for hovering and short gentle manoeuvres.
If you have selected either DCM or EKF and see the horizon moving around after arming, it indicates that the GPS output is noisy. This is normal if you are indoors.
